Current Pennsylvania Mugshot Access Law
The controlling starting point is Mezzacappa v. Northampton County, decided by the Pennsylvania Supreme Court on April 25, 2025. The Court held that mugshots are identifiable descriptions and therefore criminal history record information, or CHRI, under Pennsylvania's Criminal History Record Information Act. Under the amended dissemination rule in 18 Pa.C.S. § 9121(b), county criminal-justice agencies may give CHRI to individuals or noncriminal agencies only when they deem dissemination necessary to carry out law-enforcement functions. The Court reversed orders that had compelled county disclosure.
That holding means a Bradford County request for a booking photograph may be denied. Older decisions that treated a bare photo as routinely obtainable under the Right-to-Know Law are no longer safe authority. Agency-authorized publication is different. A police press release or another authorized law-enforcement release may lawfully include a photo, but that does not make every booking image available on demand.

The statute should be read with the current Supreme Court holding before relying on older access guidance.
Find Bradford County Released Mugshots
Photo channels differ in authority and scope. Bradford County has no public BCCF roster, recent-release page, or booking-photo field. A PA DOC image may relate to state custody rather than the earlier county booking. The PSP registry contains photos only for qualifying registrants. News and copied images document an earlier publication, not a later release event.

A name and face are not enough for a safe match. Compare the booking date, agency, docket, age or birth information where lawfully available, and another stable identifier. Never merge two people's photos or charges because their names are similar.
No Bradford County Mugshot Feed
Neither Sheriff Clinton J. Walters' office nor BCCF advertises an official inmate app, recent-release app, release-photo social feed, or web mugshot gallery. The county's correctional and incarceration pages give facility rules and contact information, but they do not offer a searchable roster or a 24-hour or 72-hour photo list. This is a documented absence as of the research date, not a promise that county systems can never change.
Do not substitute an app for a different Bradford County in another state. A generic jail app badge also does not establish Pennsylvania coverage. The lawful local fallback is a narrowly framed request through the county open-records hub, subject to current CHRIA limits. A person seeking release status should use BCCF, PA SAVIN, and the criminal docket instead of treating the lack of a photo as a custody clue.

Request Bradford County Booking Photos
A focused request helps the county identify the right booking episode and separate the image issue from other release fields. Bradford County's Right-to-Know materials identify the County Open Records Officer at the courthouse, 301 Main Street, Towanda, PA 18848, with phone 570-265-1727 and email sheddenm@bradfordcountypa.gov. Verify the current officer before sending because personnel can change.
Ask for the existing booking photograph tied to a full committed name, approximate booking date, and docket or inmate number when known. Also request the existing booking sheet and release-log row as separate records. State that redaction of exempt material is acceptable and ask for all reasonably severable portions. A denial of the photo under CHRIA does not automatically decide whether non-photo release fields are public.
- Confirm the booking episode through the UJS docket and BCCF at 570-297-5047.
- Use the Bradford County request form and describe an existing record rather than asking the county to create a report.
- Identify the person and booking window with the least sensitive facts needed for an accurate match.
- List the booking photograph separately from the booking and release fields so each part receives a clear response.
- If access is denied, read the cited ground and appeal instructions. Do not assume an older mugshot ruling overrides Mezzacappa.
Pennsylvania RTKL § 901 generally allows five business days for the initial response. A written § 902 extension may add up to 30 calendar days on a statutory ground. The county may still deny photo dissemination under CHRIA even when it provides other severable records.
PA DOC and Registry Photos
The PA DOC locator can display an image, but the service also advertises a Digital Photo Upload System. Establish the image's provenance before calling it an official corrections photograph. A DOC records request can specify the official identification image created or maintained by PA DOC. That image relates to state custody and should not be labeled as the Bradford County booking photo without a record tying it to the county episode.
The Pennsylvania State Police Megan's Law registry is narrower. It may show a photograph and identifiers for a qualifying registrant who resides, is transient, works, or attends school in Pennsylvania. It is not a general released-inmate database and says nothing about most people released from Bradford County custody. PSP also warns that information may be incomplete or out of date and that positive identity requires fingerprint comparison.

A registry match must be verified within that system; no match has no meaning for the vast majority of Bradford County releases.
News and Copied Bradford Mugshots
A law-enforcement press release or dated local report may preserve a booking photo that an agency chose to publish. Record the issuing agency, publication date, case, and caption. The image proves only that the photo was associated with that earlier publication. It does not establish the later disposition, release date, present address, or current supervision status.
CHRIA § 9104 treats police blotters, court dockets, and press releases as public categories for purposes of that law. That rule does not turn a voluntary agency press release into a standing duty to provide every underlying mugshot. It also does not override expungement, sealing, limited access, or another restriction. The exact source category still matters.
Commercial mugshot publishers and data brokers may retain copied images after official records change. Their entries can be stale, detached from the outcome, or assigned to the wrong person. They receive no outbound links here and should not be used to confirm release. If a copy is encountered elsewhere, trace it to an official press release or contemporaneous report, then verify the legal case through the court and the custody event through the responsible agency.
Keep photo discovery and release verification as two separate tasks. The Bradford County UJS docket may show bail, disposition, sentence, and later orders. BCCF records the county custody-ending event. PA DOC, BOP, or ICE must be checked if the person moved into another system.
Bradford County Mugshot Removal Limits
Expungement and limited access can change what appears in a public court search. Pennsylvania CHRIA § 9122 governs expungement, while §§ 9122.1 through 9122.5 address Clean Slate and limited-access mechanisms. Eligibility is fact-specific. The current statute and court forms should guide any filing, and the Clerk of Courts can supply the actual Bradford County record. A restricted docket does not automatically erase every independently published news image.
No enacted Pennsylvania anti-pay-to-remove mugshot statute was verified as of the research date. House Bill 1585 in the 2025–26 session proposed limits, but a proposal is not law. Do not pay or endorse a removal vendor based on claims that the proposal already applies. For an official agency image, direct a correction or removal request to the agency that published it and identify the current order or record supporting the request.
Verify Bradford County Release Separately
A mugshot is tied to an arrest or custody episode, not to the later moment of release. Confirm county status by calling BCCF, checking PA SAVIN for a transmitted event, and reviewing the UJS docket. If the jail reports a transfer to PA DOC, use the current inmate side of the PA DOC locator. For a person released to state parole, use the supervised-individual side and its actual Release Date.
A missing photo also proves nothing. The county may decline dissemination under CHRIA, an authorized publication may have been removed, the person may never have been booked at BCCF, or the image may belong to another custodian. The Bradford County release-record search provides the full custody-type workflow. Preserve the photo's source as one historical fact, then document release through the agency that relinquished custody.
